Could you kindly confirm the following:

Should rejections/acceptance messages always be sent by buyers for B2B e-invoices received?
How should the exchange of B2B e-invoices be done while not every taxpayer is in scope of the mandate? (e.g. If I am in scope and will send the e-invoice through an APP but the buyer (business) does not have an APP yet because he is not yet in the mandatory scope, e.g. a small company)?

Should rejections/acceptance messages always be sent by buyers for B2B e-invoices received? No, only the supplier (the issuer of the invoice) can reject an invoice as well as update the invoice payment status from Pending to paid.
How should the exchange of B2B e-invoices be done while not every taxpayer is in scope of the mandate? (e.g. If I am in scope and will send the e-invoice through an APP, but the buyer (business) does not have an APP yet because he is not yet in the mandatory scope, e.g. a small company)? For businesses not included in the initial rollout plan, invoice exchange can proceed via the traditional channels. However, kindly ensure that those invoices are signed and reported.

Could you please explain what you mean by 'signed' and 'reported'? Does this mean that we should transmit it to FIRS for signing and then report its payment? without an actual transmission to the other busoness not in the scope of mandate.

Yes chatry. You cannot transmit because the other party is not available on the system.
